On December 5, 2024, the UK and Qatar launched a joint Artificial Intelligence (AI) research initiative to develop a roadmap for collaboration benefiting both nations. Led by Queen Mary University of London and Hamad bin Khalifa University (HBKU) in Qatar, the project will explore areas such as ecosystem development, policy, regulation, security, and international engagement to align with the AI strategies of both countries.
The initiative is supported by Qatar’s Ministry of Foreign Affairs, the AI Committee of the Ministry of Communications & Information Technology, the Qatar Research, Development and Innovation Council (QRDI), and the British Embassy in Doha. The UK Government’s Gulf Strategy Fund, part of the Foreign, Commonwealth and Development Office’s (FCDO) International Programme, provides funding for the project.
The collaboration coincides with the State Visit of the Amir of Qatar to the UK, underscoring the commitment to strengthening ties between the two nations. Professor David Leslie from Queen Mary University of London, leading the study, emphasized that this initiative comes at a pivotal moment for AI, offering a unique opportunity for both countries to harness its potential for public benefit while addressing risks.

The British Ambassador to Qatar highlighted the shared innovation in AI policy and governance by the UK and Qatar, reflecting their joint efforts to tackle 21st-century challenges. Qatar’s Ministry of Foreign Affairs representative stressed the importance of collaboration in advancing peacebuilding and promoting AI’s transformative potential for global benefit.
Qatar’s MCIT Digital Innovation Director noted the partnership as a step forward in using AI as a force for societal and economic good, while QRDI’s Secretary General highlighted the collaboration as a strategic investment in innovation ecosystems. Queen Mary University’s President expressed pride in partnering with HBKU to ensure AI development remains ethical and impactful. This initiative is expected to drive progress and foster deeper collaboration between two global AI leaders.
