The Government of France and AMD have come together with a partnership focused on AI innovation that will continue for several years. The objective behind this partnership is to strengthen research and development, as well as the creation of a collaborative AI ecosystem in the country. This partnership has been formalized through a Letter of Intent that was signed in Paris in the presence of government officials and AMD employees. The partnership is geared towards making advanced AI computing infrastructure available to researchers, startup companies, and universities. The program includes several activities under the AMD University Program, AI Developer Program, and AI Academy. One of the important components of the agreement is the plan by AMD to build “Alice Recoque,” the first French exascale supercomputer which will run on AMD technology and will serve as a base for future research in AI technology and High Performance Computing.

In addition, AMD will establish a Center of Excellence alongside entities like GENCI, CEA, and the Jules Verne Consortium. The project is not just focused on fostering innovation; it aims to ensure that there are economic and social benefits through developing local talent, improving digital infrastructure, and creating open and collaborative technological ecosystems consistent with France’s desire to be a leader in sovereign AI. As Philippe Baptiste noted, “France possesses all the ingredients required to play a key role in the rise of artificial intelligence: excellent scientific and applied research, internationally acclaimed engineers, and unique infrastructures in Europe.” On his part, Sébastien Martin highlighted the significance of the partnership and noted, “Not only does AMD possess the necessary technology and know-how to make Alice Recoque successful, but we have committed to collaborating with the French government to ensure there are positive economic and social effects from the research conducted. This letter of intent will serve as an excellent foundation for the future collaboration between the two parties. The research will help France implement its strategic vision on technological sovereignty.”
