New Initiative Aims to Support Nations in Building AI Systems Aligned with Democratic Values
OpenAI announced the launch of “OpenAI for Countries,” a global initiative designed to assist nations in developing artificial intelligence (AI) infrastructure that upholds democratic principles. This program seeks to provide countries with the tools and partnerships necessary to build secure, localized AI systems that promote transparency, individual freedoms, and equitable access.
Through “OpenAI for Countries,” OpenAI will collaborate with interested governments to:
- Establish in-country data centers that support data sovereignty and enable the development of local AI industries.
- Deploy customized versions of ChatGPT tailored to each country’s language, culture, and specific needs, particularly in sectors like healthcare and education.
- Implement robust security and safety measures to ensure AI technologies are used responsibly and in alignment with democratic values.

Chris Lehane, OpenAI’s Chief Global Affairs Officer, emphasized the importance of this initiative, stating, “We have a window here to help create pathways so that a large portion of the world is building on democratic AI at a moment when the world’s going to have to choose between democratic AI and autocratic [AI].”
This initiative builds upon OpenAI’s broader efforts, including the previously announced Stargate project, to expand AI infrastructure in partnership with entities like Oracle and SoftBank. By working closely with the U.S. government and other democratic nations, OpenAI aims to provide a clear alternative to authoritarian AI models that may be used to consolidate power and suppress individual freedoms.
