OpenAI, Oracle, and SoftBank announced the addition of five new U.S. AI data center sites under Stargate, OpenAI’s comprehensive AI infrastructure platform. These new sites, combined with the flagship Abilene, Texas campus and ongoing projects with CoreWeave, bring Stargate to nearly 7 gigawatts of planned capacity and over $400 billion in investment over the next three years. This expansion puts the companies on track to fulfill the full $500 billion, 10-gigawatt commitment announced in January, ahead of schedule.
The partnership between OpenAI and Oracle will develop up to 4.5 gigawatts of additional Stargate capacity, representing a collaboration exceeding $300 billion over the next five years. The three new sites in Shackelford County, Texas; Doña Ana County, New Mexico; and a forthcoming Midwest location, along with a potential 600-megawatt expansion near the Abilene campus, are expected to deliver over 5.5 gigawatts of AI compute capacity. These sites will create more than 25,000 onsite jobs and tens of thousands of additional roles across the U.S.
In addition, two sites developed in partnership with SoftBank will scale to 1.5 gigawatts over the next 18 months. One is located in Lordstown, Ohio, featuring an advanced data center design scheduled to be operational next year. The second is in Milam County, Texas, built in partnership with SB Energy to provide powered infrastructure for rapid deployment. These sites enhance scalability, cost efficiency, and accessibility of high-performance AI compute.
The five new sites were selected through a nationwide process reviewing over 300 proposals from more than 30 states, marking the first phase of U.S. site expansion. Oracle’s new sites will integrate with the Abilene campus, already operational on Oracle Cloud Infrastructure (OCI), where early training and inference workloads have commenced using NVIDIA GB200 racks.

The Stargate initiative represents a $500 billion investment in U.S. AI infrastructure, creating large-scale physical infrastructure, local jobs, and compute resources that enable next-generation AI breakthroughs.
