Seekr Technologies Inc. and Norwegian AI infrastructure developer Fossefall AS have entered into a multi-year commercial agreement designed to accelerate the deployment of sovereign, clean-energy AI capacity across Europe.

The partnership targets Europe’s escalating demand for enterprise-grade AI infrastructure by combining Seekr’s trusted AI software platform with Fossefall’s clean-power, land-rich Nordic infrastructure. Notably, while electricity prices across continental Europe often exceed USD 0.15 per kWh, Northern Norway’s NO4 region, powered almost entirely by hydropower, averages only ~USD 0.009 (10 øre) per kWh. The region’s cool climate, abundant renewable generation and stable political and security environment make it especially apt for high-density AI operations.

According to a recent market research report, Europe’s AI infrastructure market is projected to grow at a CAGR of around 28.30% from 2024 to 2032, and is expected to gain approximately USD 16.86 billion in 2025.

Under the agreement, Seekr will reserve AI capacity for the first 36 months of Phase 1 and will collaborate with Fossefall to launch an AI cloud service offering. Fossefall will sell this service under a revenue share and reseller agreement with Seekr. Final commercial terms are expected to be concluded before year-end.

Fossefall will develop and own “AI factories” in Norway and Sweden, integrating renewable power generation, energy storage and AI compute capacity into a unified value chain. The company currently has secured powered land sites and is actively developing multiple locations across the Nordic region, with a target of more than 500 megawatts (MW) of operational AI capacity by 2030.

Seekr’s enterprise AI platform, SeekrFlow™, will be deployed within Fossefall’s AI factories to serve as the operating system for training and deploying AI solutions—providing accuracy, security, transparency, and the governance features demanded by enterprise and government clients.

Øyvind Vesterdal, CEO of Fossefall, commented: “This capacity agreement establishes Fossefall’s first commercial anchor client and validates our model of converting clean Nordic power into scalable AI infrastructure. The accompanying SeekrFlow license expands our capability beyond hardware, allowing us to deliver complete, trusted AI factories ready for enterprise deployment.”

Rob Clark, President of Seekr, added: “The structure of our agreement with Fossefall, both as an investor and customer, allows us to meet the insatiable demand for accurate, explainable and sovereign enterprise AI in Europe. Fossefall provides a strong infrastructure foundation, powered by clean energy and designed for performance. This allows us to deliver the best pricing and performance for SeekrFlow enterprise AI customers, whether they’re training models, performing inference, or deploying agents from our extensive library of pre-built, industry-ready applications.”
